IMDG

LOGAR provides dangerous goods training and consulting for all modes of transport.

For the road transport training (ADR), we differentiate between the training requirements applicable to staff in charge for subsequent road transport related responsibilities and the vocational training in preparation of the test required to obtain DGSA (Dangerous Goods Safety Advisor) certification in accordance with Council Directives 96/35/EC and 2000/18/EC, administered by the German Chamber for Trade and Commerce (Industrie- und Handelskammer).

Our training module IMDGBP - Staff in charge, maritime transport mode - has a duration of two days (16 hours) and covers the following topics:

• Structure of the IMDG
• Contents chapter 1 to 7
• Classes of Dangerous Goods
• List of Dangerous Goods
• Limited Quantities
• UN Specification packagings for solid and liquid dangerous goods
• Single Packaging, combination packaging, Intermediate Bulk Containers (IBC), MECG’s and tanks
• Packing Instructions
• Labeling and Marking
• New labelling for marine pollutants
• Shipping documents
• Stowage and segregation requirements
• Dangerous goods stowed and packed together
• Particular requirements for feeder services to and from seaports

The German DGSA act (Gefahrgutbeauftragtenverordnung, GbV) mandates that companies which are involved in the processing, shipping, loading or packaging of Dangerous Goods are under the obligation to appoint a Dangerous Goods Safety Advisor (in German: Gefahrgutbeauftragter). Certain exceptions apply where, for example, dangerous goods are shipped only as Limited Quantities.

The DGSA requires a proof of vocational training (VTC) which in Germany is administered by the German Chambers of Industry and Commerce (IHK’s); this VTC must cover all modes of training used.

The requirement to appoint a DGSA for the air mode has been waived effective September 1st, 2011; however, the related responsibilities of course remain and may be split between certain staff positions.

Our training module IMDGGB - DGSA, maritime transport mode - has a duration of three days (24 hours) and covers the following topics*:

• The German Dangerous Goods Act (Gefahrgutbeförderungsgesetz)
• The German DGSA directive (Gefahrgutbeauftragtenverordnung)
• Training of personnel in charge in accordance with the German GbV and chapter 1.3 ADR / IMDG-Code
• Obligations under German law in accordance with OwiG, StGB, BGB
• Additional regulatory measures

• Multi - mode transportation

*  Because of the changes in the DGSA act (GbV 2011) the traditional structure with „General Provisions“ being covered in one day and the particular requirements applicable to road, rail, sea or inland waterway covered in two additional days has changed. The duration of the training is now three days (24 hours) for the first mode of transport (e.g. road) and one day (eight hours) for each additional mode of transport (e.g. sea). After completion of the inhouse training the participant must undergo a written test which will be administered by the local Chamber of Industry and Commerce (IHK).

Twice a year, LOGAR offers a combined training for the transport modes road (ADR) and sea (IMDG) which terminates with a test administered by the German Chambers of Industry and Commerce (IHK) and for which vocational training by a recognized training provider such as LOGAR is mandatory. When a passmark of 50 % is achieved by the trainee, the IHK will issue the Vocational Training Certificate required for DGSA certification.
